The build has an English interface, and English nicknames and chat are supported.
A newer version came out a while ago - you can try CS 1.2.

These builds are based on the original CS 1.6 with mods pre-installed to recreate the look and play of earlier versions. If you prefer, you can download the original CS 1.6 client and add your own mods to build one from scratch.
